Should I get my used lens serviced? Costs?

I straight bought a used canon 28-70 F2.8L. (date code says 1995 model) Inside there are a few specks of dust and the zoom feels a trifling loose and focusing isn't as sharp as I would like it to be. Is this normal for an older used lens? Can it be fixed

The "L" lenses are very dear and are very good. Contact canon and see what they have to say. Doesn't sound like it would be too much.
